Same issue here, I'm also located in Germany.
Afaik, german law forbids the sale of adult games on steam that do not have an age-rating.
However, supposedly steam does offer the game-dev a simple questionaire they can fill out.
Once filled out, steam then gives the game an USK-equivalent age-rating that complies with german law and... then the game should be playable and purchasable in Germany.
