Nope, you can make a game for any platform and any engine/tool. All that matters at the end of the day is that its a game and tits somewhat reletaed to the theme. But do keep in mind if you do make a game for Solely Android then chances are most people arent going to go through the hassle of Downloading the APK on their phon and then running it and as a general rule of thumb for stuff like jams which happen online you should make it as easy for the consumer to see and play your game, for xample build the game in a WebGL format. Theres tons of options out there and it really just depoends on what your game is like and what it requires or is made in.

I'm just starting to make my own games and I wanted to make something more or less different from what I did usually while studying. It would be interesting for me to try something new, but I guess you're right, I didn't take into account that it would be too much trouble to try and play the game I will submit. I guess I'll try to maybe make a version which you can play directly from a browser, we'll see how it goes. At least trailer and a partial/full gameplay video should be there, that's for sure. I'll definitely think about it some more.
