What does built for web mean?

  1. Games MUST be build for web. We want to keep everyone safe and give your game the best chance of receiving votes.

I have no idea what that means, I've only ever built an .exe file.

It means you will want to add the Unity WebGL exporter to your Unity if you hadn't already: See https://docs.unity3d.com/Manual/webgl.html
Basically it means people can play your games directly from the webpage without having to download anything, it helps prevent people from doing stuff like distributing malware as jam games etc (stuff like that has been a big problem on itch in the past).
