probably wouldn't work given it's a prison. be a waste of resources to reform prisoners. which sucks because this game with vore would be awesome.
what about reforming guards? they could say something like they have insurance or something when they employed for the job.
If the current function appears, it will be turned off in the default settings because not everyone likes it.
