If a game gets enough votes to go on to the judging round but it doesn't meet the base requirement for performance does it get disqualified? (much like a game that doesn't meet the requirement for an apk download wouldn't be judged) And if so, does the next highest voted game replace it in the judging round?

Yes, as long as the game is playable and meets the base requirement it will carry on to the judging round. Otherwise, we would replace the game with the next highest voted game.
