It's a bug in the initial display. Check if there's an incoming message from Urai Kobayashi on your phone or not. If there is, you're on the correct version.
If you ask about ghosts, the new ghost is only Less Tall-Lady. She must be found first, like SCM-835-NP. Complete the Jiyon & Sunaga quests, and you can also complete the Tall Lady quest.
