It should be harder (and thus rarer) but not impossible; how often is it happening?
Not too particularly often it was like twice within 40 "turns" but it could be luck. What I found odd was that it was the realm owner both times.
Interesting, thanks for the details - it might be an exception somewhere for the realm owner going rogue.
I've also noticed some items have been appearing on characters without warning. The looseshift choker specifically is one of them.
