Unfortunately at this point then you're at risk to the UK's Online Safety act if they happen across your website since there's no carve out for small companies/individuals, even if you're based in a completely different country. I saw the Urban Dead took themselves down because of it. (though it has UGC so that might be part of why)
I haven't heard of any Neocities websites getting hit by that yet, but even if they somehow manage to hit my website despite me not living in the UK, I have backups so I don't lose anything if my site goes down. If they want to play whack-a-mole with my website, then so be it, but I don't plan on going down easy. I'm not going to comply in advance.
I mean its not that they're taking down websites, but hitting people with big ass (10M+) fines. Though how they expect to apply that to people outside of the UK I don't know. I don't think they've actually hit anyone with a fine yet. We'll see how it turns. Like, in my opinion it is crazy that they're trying to police people who live outside of the UK but its a bill that is a BIG overreach of government surveillance and censorship.
