Not really, you just need to hold the click to unlock the skill
I am so sorry. I was a dummy and was trying to unlock the bottom first. It has the text that says, "Two Stars to Unlock". I confused the skill points with the vacation/character star level.
Haha don't worry about it, it's a bit weird if you're not familiar with it, I was the same when the system was implemented
Is this for the paid version cause it won't let me no matter how long I hold it
you need a skill point (2 in some cases) to unlock a skill also remember to do it from the top to the bottom always starting from the middle one
