Hay guys. I dunno if anyone else is having the same issue as me but, I've recently started started another playthrough after my last one. But for some strange reason, after upgrading all the available buildings and talking to roulette and the two bench women you start out with, I've been able to make no progress. Roulette and Catwoman have nothing for me to do, and I've done everything I could with Harley and mercy.
I've tried entering Cadmus, and even fully upgraded batgirl so that I could do her questline.. but nothing. It would be great if I could get some help ig.
