Dude, they literally can't download it legally ( by purchasing it) from itch or steam, if they pay for it here and then ask for a steam key they can play it on steam by going around the policy against purchase. It takes 5 minutes to figure this out and quite frankly, the fact you're being such an ass about this is more telling about your character than it could ever be about theirs.
