I do not believe it is.. sadly.. it should be since this may as well be coercion etc..
Plus governments haven't helped either and there's further laws already being made targeting mainly just pron sites but could very quickly overlap to anything with adult themes.
There is a bill in the us for protecting all legal purchases which would help unless they choose to make certain things illegal..
Theres also the petitions to help and ive probably said much of this but also spamming the call centers and emailing payment processors.
Outside of that even if its illegal which for some countries its possible visa and Mastercard control a good bit of the world's transactions so there's that.. making you wonder why theyre even bending the knee if they have this level of power.
