I think it's just that, if you haven't been to StarCon yet then there's an email in the PC inviting you, you can talk with her about it or just go on weekends, but it's kinda expensive if you're not that advanced in the game, $35k, have Anna at 4 hearts, and 5k subs, that's all I know, it's not necessary to talk with her to complete it I think
Can you go to StarCon? Like, does the option appears when you decide what to do on weekends? If you did went to StarCon already then I think the option to talk to her doesn't appear since they talk about that before going for the first time, either way that quest is not that important, is there to let you know that now you have the option to go there, it'll be completed on its own when you least expect it
