I think it's because you used the map to return home while the event is triggering when you return to the library alley in 0.4, i've fixed that for the new version and the story will continue automatically after.
I restarted a game didn,t use the map to return home and now I,m stuck at offer sarah to go to the forest but the only option present is inspect
