It should be in the small shop with groceries. Tested on 0.4. I tried checking if the shop stock refill function could cause that, but it seems fine as well. Maybe your save is from an older version?
only thing that appear in the grocerries list are condoms, food, can, groceries, health potion. I even bought all of what there was and waited for the stock to refill and no color penciles
