Requires that you have completed Episode 11 and Korra has done 'Spirit: Fire'.
Go to the mall and start the quest.
Go to Korra's room during the day and wake her up.
Visit Jargala for a scene with her.
Korra can now work in Elite Service.
Your friendship with benefits increased with Jargala.
