Maybe my English is not very good, I don't quite understand what you mean. And I really don't know what to do in terms of resource allocation. The warehouse wouldn't open.
Just read the walkthrough in the game directory. I.e. in the folder containing the game files and executable. It took me a second try, but if you follow the guide, you should have enough money for everything.
