I'm kinda confusedIt says I need H level 5 to unlock naked outfits but it stops going up at all once it reaches H lvl 2, 100What do I need to do?

Kinda everyone requires H level 5 for the naked outfit, I just don't get how to increase it past lvl 2, 100 since it seems to stop
in order for it to progress, you need to have your h bar filled first. Is it stuck on same number on all the girls?
