Right now I think for the larger transformations like fox tail ear etc. Theyll be restricted to certain relics/curses. For instance already in the game, there's a place called the golden forest, that'll let you find a flesh seed relic that lets you pick from the animalistic transformations.
I am thinking though of questlines around it, maybe a noble wants a new "pet" fox.
