Buy TM69: Harden from the sky platform vending machine, then teach it to one of your pokemon. Afterwards, go back to the first room you started the game in and talk to the pink-haired Team Rocket Grunt <3
(You can also teach Harden to the Hypno in the Data Training zone, but this won't reward you with the B card. It needs to be one of your pokemon.)
