Trying to get broken Mezz through district one but whenever I get to the tunnel area it says "I should get my clothes first" even though I already found his clothes.

The clothing stuff is a very complex state machine. I've done my best to cover every edge case imaginable, but somehow weird ones still manage to get through occasionally. Are you WEARING the clothes, not just in possession of them (I forget what the check is, but better to be safe.)? Are there any oddities, like multiple copies of clothing (it would just be listed as jacket in this case) in your inventory? It's worth point out that only his "official" clothes count here, not whatever other outfits he may have. If all else fails, getting caught and going through the "get the clothes" cycle again SHOULD reset whatever is going on, but let me know. And of course, if all else fails, a save a little farther back if you've got it.
I note you said "broken" too: do you mean you've failed enough times that you're in the "stealth" mode rather than the normal fighting one?
Yes, I meant I failed enough that I'm no longer in fight mode. I had the jacket on. I don't know if this helps, but I tried taking the jacket off and putting it back on again, and I noticed that, first, the bunny suit had been added to my inventory early, and second, changing outfits in any way played the "I can't change now it would blow my cover" dialog that I assume is only meant for trying to take off the street clothes while try to go the prostitute route. Getting caught again didn't work, unfortunately, but going back to an earlier save did.
Interesting. The cover remark is especially telling: had you gone into the center route at all? I might not have accounted for people briefly going up that way, and then returning to the normal alley path (though I'm fairly sure I did, and patched it at some point). That said, while I appreciate the report and will keep it in mind, I probably won't try to hunt down this particular bug for now, as it seems like an odd edge case (as evidenced by the fact that the game's been out a while and this is the first report of something like this in quite a while), and one that wasn't TOO hard to fix. If it KEEPS cropping up for you even after using the other save or on other playthroughs though, let me know, and I'll keep an eye out in case I get similar reports.
