Once the mod is installed, you need to have chapter 15 completed (end of the main story) and then go at the camp. You should notice a path at the bottom of the camp, which will launch the mod's introduction cutscene which shows you everything (including the private cell). Then, you'll need to complete some side-quests to unlock captives for the private cell.
