Have you spoken to the nurse? She will tell you the names of the 3 people who might have Judith's book.
Also are you playing the latest version (0.05.3)? Previous versions had bugs which could break Judith's questline.
I think I am not on the latest version, I will try that. Thank-you for a quick response! Love this game so far(other than this quest, lol).
