They're still working on the other chapters and routes. They posted an image of Owen and Lucy on Twitter this year, so they're probably still working on the chapters.
i heard they plan on releasing the chapters in bulk
last time i checked ch3-4 is already finished while the rest of the chapters are still being worked on
