i found the stairs, inside is 2 other sets of stairs, one going down and one going up, i choosed the one going up but i went to a small open area with "R" and a "K" and nothing else
Update: i made a new game and went there and found 2 outlaws they dropped them!
Im now going to stop the meeting from happening, thanks for your help!
