What kind of action do you use?
It could be just for mobile. I just downloaded the game and I'm having the same issue. I can do all actions except for anything requiring a male organ. And can't get past the first girl.
You need to collect 100% progress, after that other actions will be available to you.
Ooh! Ok. I thought it was a glitch or something since the tongue is enabled as well as hand but not the other one. Thank you.
