Chapters are not free in early access. Once they are fully finished they are free. This is a one way for the Developer to be supported, however subscription on their patreons gives much more than just that.
Edit: Unless there are some that are not related to the canon of this game and are purely like a dlc, because come on, that would be weird to make a single episode in the middle to be paid if it's a part of the original game.
