Well it's story locked, first requisite is you have to have an affection level of 4, next you have to get to the point of the game where your insight has been risen and "energies" aligned.
You need to max out their hearts and I believe have to have gotten to the point in the story when you meet a green character that repeats herself, best way I could write that without getting spoilery XD
