Yes, they're in the game. It's in a nearby town next to the town where the River Rat and Riverside Motel are located.

It is available from the start, just disappointed that they didn't just sell all adult toys and just vibrating stuf

Utopia Euphoria is mainly used for the sex-streaming activity! That’s why these specific vibrators and such have the description “long-distance” in them as opposed to their counterparts in the Porn Shop.
