When do they get announced, and where? I looked around but couldn't see any reference to how and when winners are announced.

It may be on amiga bills twitch stream. Bill may be the host only, or possibly a judge. There are two others doing the judging too possibly. Both retro gaming streamers I think. Cammy will let us know on Eab and presumably the amigadev discord.

So does that mean winners aren't actually picked based on votes received?

Hi! Here’s how voting works: There are four judges, including a community vote. During AmigaBill’s live-stream on Twitch, the other three judges will score each game from 1 to 5 stars. The total scores will be calculated, and the winners announced.

The participants really shouldn't have had to wait nearly 6 months for this. Even worse to consider this was announced without even recognising that fact. Disrespectful.
