Has Gina’s quest been changed in some way? I can’t seem to ever find her phone in evergreen university anymore even since I updated the game.
It's not changed. It does spawn but you need to do one specific step for it to spawn.

You can't take Momoko with you when you go to school to catch ghosts
Yes, thank you I had no idea and I kept loading in with her. Once I switched her out it worked
