Those don't seem to be in the game yet. You can get them using debug mode, but don't expect them to be very useful. The places they give you access are unfinished at best
As far as I remember, you just have to launc the game using "Game.exe debug" instead of the regular "Game.exe" I'm not sure if there was anything else you needed to do to make it work
