Yes. It's the full version. Contains extra two unlockable characters / cars and a shooting minigame you can play while charging. And if you shoot well you get a short boost that you can use to drive faster. Two levels: Day & night (as in demo) flash saving of progress and high scores on cartridge. 

I believe they ship it worldwide if you ask. (even if your country isn't listed)
