There is second radio tower which you is near the guy with firelink below you can identify it by the light which tower emits and you have to reach it by going up the stairs so you need lantern to be able to stay more outside
or you could drive down from the road above where there's a gap in the fence and save some time! that's what i did cause i kept getting frostbite loll
