The white color doesn't really work well with the latex effect, if you want to you can see yourself by equipping a white item and changing its metallic value in the save file like you did below
just tried it out your right but still got it to work with a workaround. I changed all my gear to any latex color(in-game) than used #E6E6E6FF (white) to replace the color rather than changing the metallic value. Not sure what value actually changes the latex shine yet.
