Has anyone played Ver.148?
You can download it as the 'Unstable' one. I find the changes there for good.
In the unstable version(150 already btw) unlocks some serpulo tech like interplanetary tranfer center and also some new spec sectors for serpulo. Also the commanding system got fully reworked alongside with difficulties(you can now select a difficulty). The main reason I like the unstable version as a very large amount of great mods can be used on it. You need to try it fr.
