nah just random times when you see text that says something like "DEV MODE ACTIVATED!" then just go into the settings and if you see developer click it but if you exit it and go back in a second time it will softlock your game (at least for me)

No. Press X in the Title Screen where it says "Press Start/Enter" and it will activate the Dev Mode
