If you mean the dragon transformation, you need access to the unholy hollows and you need the kobold's phone number. The hollows can be found after giving the Ginat Werewolf the moon from the temple, and the Kobold's number is gotten after a sex scene with him (you either need to be small or wear the wizard hat you get from the cobra)
