you have to buy the cooking kit from the rabbit, salt and baits then fish with the baits to get the right fish to cook the fish croquettes

Salt + 2 small fishes + oil + cooking kit = Fish Croquettes
Oil is made with Lardfish (which idk the chance of getting one but I haven't seen a single one) or 2 Oily morel (found by foraging)

Farming materials is ass in the current version so this might take a while 💀
