minor suggestion by the way: what if Mastery raised the Quality of Instructors you gained through the other Training upgrades to 4 instead? There's fictional problem of having to introduce 3~4 new person in one go, and there's mechanical problem of seriously tempting the players to just skip the Training upgrades and go straight for Mastery...
