Are black and white considered colors?

yes black and white are colors
Yes main menu, ui, and every other visual aspects of the game should adhere to the 2 color rule
Yes u can switch the 2 set of colors as long as only 2 colors are visible at a time, just make sure they never blend and that the switch is instant

you should check out lospec for different sets of 2 colors to use

no, u can u can use any art style and it can be either 2d or 3d
