Im from from a expert but I been playing with rust also, and used the dirt option in giants editor and set scratches_dirt_snow_wetness to the level of rust I wanted , then changed the dirt color to the shade of rust I wanted and it left the permanent dirt texture colored as rust over the top of the painted part..
