Hello, It's because it's link to a set of multiple quests. In order to reset this quest, you need to reset the previous ones first. If I rember correctly, it's all the quests linked to the bounty hunting of bandits.
Hello, All I can reset is Boundty Hunter Begrudgement in Milaz
You should see an other quest when you talk again to the fortune teller after you reset this one (the previous one in the bounty hunter quest line)
