I read that "purpose"'s upgrade text later and trying to run two instances side by side, one with the upgrades and one without, it seems indeed that with the upgrades it is indeed faster. In the currency tab the Rate still goes down by about 50% though, but I guess those values are the base-rate and do not include the haste & multipliers.
