When exactly is the last day for submission? 
It says there are two weeks (with one week for voting). Does that mean the games should be finished by this Wednesday and next period will be voting time, or we have one more week and then will be voting?

Submissions are due on the 27th March, the timer on the main page shows how much time is remaining of the jam submission period.
