It works correctly for me and many others, maybe it’s happening to you because you're switching versions too much.
Take it this way: Let’s say that in version B1.5.4 you can play as The Noise, but in version B1.5.3 The Noise doesn’t exist. Obviously there would be errors in the previous version, since the game is trying to read something that doesn’t exist in that version.
Hmm... you could try downloading B1.3.2 again or a version close to it, and then download the subsequent versions one by one.
Example: 1.3.2 -> 1.4.2 -> 1.4.4 -> 1.4.7 -> 1.5.1 -> 1.5.4
(I skipped some versions to help you avoid downloading too many files)
This way, your data file will gradually update to the new version. But if you ask me, I'd prefer to keep playing on the older versions, since loypoll removed too much stuff in the newer ones.

You don't know how happy I am that you are willing to help others with the problems they have with this stuff, instead of just ignoring them or giving them generic/outdated help. Ok, screw the new versions, 1.9.2 is awesome, it has a lot more content than I was expecting, I just wish I could add 19 Plus Peppino. Oh... so PTCU is really coming to an end... Well, I guess most versions of PTCU will become obsolete unless someone manages to remove the anti-leak.
I'm sorry I can't keep helping you, I'm not a developer of PTCU. I guess you could try the usual methods, like completely deleting the game and then reinstalling it, but I doubt it will work.
