Here is the evidence that the game won't open, I recorded it in a free video editor (Wondershare Filmora 14) but it couldn't capture the "game" footage due to the screen resizing:
As you can see, the game icon on the desktop won´t show up after a while, and doesn't soud anything related to the game, how could it be possible, related to my previous comment.
Alright, I tried it on a different PC, in this case, my Acer laptop with Windows 10, an Intel(R) Core(TM) i5-7200U CPU @ 2.50GHz with 2.71 GHz, and... it worked well, it opened and I could tested it a little.

So again, what could be the reason that the game isn't working on my real PC?
I see you're running it directly from the compressed rar file.
Try extracting it to a folder and running it from there.
Most of the time running games from a compressed archive such as zip or rar won't work properly as the contents are stored in temporary files until you unpack it onto your drive.
On some cases it could work from the compressed archive, but the executable would have a harder time accessing required packages and config files from inside the rar.
I first tried it outside of a RAR (file extracted) in my PC, but it didn't work. So I decided to try the game inside the RAR (file compressed) and it didn't work either. Here's the confirmation btw:
Then I decided to test it in my laptop, first compressed, then extracted, and in both cases, the game worked, IDKW, so I wanted to ask the creator about what really is the trouble with the game in my PC, why it doesn't work here but in my laptop it does.
