But I am a bit uncertain about the Revolutionaries crew type. It seems to lack crew upgrades and Lair upgrades. Is this published somewhere else?

hey, so sorry for the late reply, i haven't logged into itch.io for a minute!
long story short, it doesn't exist, because at the time i wrote it, i was a bit of an amateur when it came to designing stuff for Blades. i apologize for that. i'd like to do another version that's a bit more "complete," eventually, but for now there's nothing. sorry! and i hope it's still been useful, even if you've had to fill in some gaps.
