Hello Alex!
Could you check the previous steps to make sure they are working? Specifically step 2 (make sure the module appears in the "Add-on Modules" tab of the Foundry main screen) and step 5 (it also appears in the module list inside the world and can be activated). Also make sure that, in step 2, the small box at the bottom right corner of the module is green. If not that means you version of Foundry is outdated and may not be compatible with the module. Lastly make sure that the Dragonbane system is active in the world and up to date as well.
