[PROBLEM SOLVED. LEAVING THIS SO OTHER PEOPLE KNOW WHAT TO DO]
So apparently there is a option in the experimental (the E bracket in the settings menu) section called RADIAL MENU. I'm 99% sure this was on by default so that is what probably got me so confused.
